In Karnal, point system rates cops..!


Nowadays, police officers in Karnal in Haryana are competing with each other and their job performance is being evaluated on the basis of a point system that has negative marking too.

The newly introduced point system, much like many entrance tests that are conducted in the country, has maximum weightage of 10 points each for arresting an absconding criminal and solving a sensational crime, including crime against woman.

The concept has been launched by Karnal Superintendent of Police, Shashank Anand, who says that such a mechanism not only keeps the officers on their toes bus also instills a feeling of competition among them, which eventually enhances their performance.


As per the point system, the highest 10 points is awarded for arresting a parole jumper or solving a sensational crime, five points for arresting a proclaimed offender, seizure of illegal arms and ammunition.

In November, among the inspectors, Satish Kumar, SHO of Karnal City police station topped the list with a score of 362.5 points, while among the ASIs, Ram Prakash, in charge of Jalmana police post was at the pole position with 336 points.

No hospital yet, but govt spends Rs 7 lakh in monthly salaries


KARNAL: Even as the first brick of the much-hyped Kalpana Chawla Medical College is yet to be laid, the hospital, which exists only in papers, is costing the state exchequer over Rs 7 lakh a month for the last about one year.

However, no work on construction of the building could be started as authorities had not yet completed the modalities. But the department has gone ahead and appointed 25 staff including director, senior medical officers, accountants, assistants, stenographers, record clerks, data entry operators, drivers and peons.

The collective salary of this staff comes to Rs 7 lakh a month. Though the staffers have virtually no work to do as hospital building is non-existent, they draw full salary from the state government.

This was revealed in a RTI reply to local activist Akshay Sharma. It also revealed that the staff members were also drawing hefty travel expenses. Akshay had filed the RTI query with the department on August 6.

Senior officials of the health department said on condition of anonymity that most appointments for the college were to be made before commencement of construction work, so that the college could get approval from the Medical Council of India.

Two years ago, the state government had announced a medical college in the name of Indian-American astronaut Kalpana Chawla. After prolonged struggle by locals, the state government finally agreed to come up with a medical college in Karnal in memory of the astronaut. In August last year, it was decided to relocate the police lines adjoining the civil hospital to provide land for the Rs 400-crore project.

The decision was taken at a high-level meeting of officials of departments concerned under the chairmanship of Dr Samir Mathur, secretary (home), Haryana. However, the project soon hit a road block as the government failed to issue a notification in this regard.

The police lines here was to be shifted to a 48-acre land on Assandh road and the 25 acres of existing police lines were to be transferred to the medical college. It had been decided to attach the civil hospital with the college and upgrade it from 200-beds to 300-beds hospital.

Under the proposed project, HUDA was to develop a commercial complex on the campus of the medical college to generate income, which was to be utilised for construction of police lines. However, till date, no foundation stone has been laid at the proposed site of construction, sources said.

Elevated road crumbles in Karnal


A major tragedy was averted on Monday evening when a major portion of one of the elevated roads being constructed on the national highway-1 crumbled down near Shamgarh village.

This portion of the elevated road had been constructed around a month ago. Though the exact cause is yet to be ascertained, senior officials of the NHAI blamed the incessant rain. A huge chunk of the road was washed away and a 30-foot concrete wall too collapsed.

Karnal DC lauds panchayats’ ban on DJs

Certain Haryana panchayats are now frowning at Disc Jockeys (DJs) who play loud music in marriages. One such panchayat of Padha village in Karnal district was today lauded by Deputy Commissioner of the district, Neelam Pradeep Kasni, for its initiative to ban DJs. 

The state administration has been under attack for allowing this parallel governance in social matters though Chief Minister Bhupinder Singh Hooda has always maintained these panchayats are a part of the state’s social system. The Padha panchayat declared that anyone who hires a DJ during marriage ceremonies will be fined Rs 11,000. 

Kasni, today, visited the village and showered praises on the panchayat and exhorted other panchayats to follow suit. Another matter that there are reservations over such diktats as the youth of the state find this ‘panchayati farman’ very disturbing. When contacted by The Indian Express, Kasni confirmed that the campaign had the administration’s approval as it had succeeded in reducing noise pollution to an extent in the district. “We are trying our best to contain DJs, who actually cause a huge disturbance to the public. Now these panchayats have been roped in to control and two panchayats, Padha and Bamberheri, have come forward to help us do this and I appreciate their effort,” said the Deputy Commissioner. 

When asked whether this parallel administration can be allowed, he said, “Why not? The DJ problem has been contained substantially in the district with the help of panchayats.”

55 schools get notices in Karnal


Showing no leniency in the drive against traffic violations by schools buses, the district authorities have slapped notices on 55 schools to either comply with the norms or face action. The notices have been served during the past one week, officials in the district administration said.

"We will show zero tolerance for any kind of violation of norms. We are waiting for response from schools after which further action will be planned,'' deputy commissioner Neelam P Kasni said. The traffic police had launched a special drive to check violations in school buses in the wake of Ambala bus mishap. As many as 60 school buses were found lacking safety equipment including first-aid kits. Five buses were also impounded for not having the required documents.

Minimum temperatures dipped in Karnal..!

Cold and fog were back in Karnal and surrounding areas,on Thursday where residents had been experiencing a temporary respite for a few days. Minimum temperatures also dipped by three notches,Karnal registered a low of 6.2 deg C.And according to the forcast by accuweather the Min temp., tonight will Dip all the way down to 2degree and realfeel will be -1degree...!
